The 2019 list focuses solely on mid-sized cities:

18. Rockford, IL

19. Wichita, KS

20. Sioux Falls, SD

For its rankings, SeniorAdvice considered the presence of senior living communities, available social activities, the percentage of seniors in an area, weather, the quality of healthcare, the number of hospitals and pharmacies, the cost of living and the city’s SeniorScore (a livability measure created by SeniorAdvice that includes more than 100 variables, including access to healthcare and number of older adults).
