Sheila M. Davis is, by numerous measures, an exemplary employee and motivator. 

She also is, according to close colleagues, knowledgeable in “all things regulatory.” In an industry that has more than its fair share of regulations, that kind of knowledge is invaluable. 

Davis, senior executive vice president for area operations for Always Best Care Senior Services, is a certified home and healthcare executive. 

She excels at directing operational strategies and has vast experience in staff recruitment, another invaluable skill in a period when the long-term care industry is struggling to bring in and retain good workers. During the pandemic, she ensured that franchise owners were able to access good pricing for personal protective equipment and rapid test kits. She also arranged for numerous video conferencing calls that participants said provided both answers and solutions. 

She joined Always Best Care Senior Services in July 2016 as the national director for home care operations and was promoted to her current role two years later. 

She previously worked for Bethany Home Health Services and Encompass Home Health, both of which are located in Texas. In addition, she co-owned Davis Consulting, which advised home health agencies and durable medical equipment dealers on start-up functions, policies and procedures, forms development, orientation and training, and feasibility studies. 

  • Davis is a member of the Texas State Preventive Health Advisory Committee. 
  • She serves on the National Association for Home Care & Hospice Strategic Planning Committee and Finance Committee. 
  • Davis was part of the inaugural class at NAHC’s HomeCare University, where she was certified as a home/hospice care executive.
